In pursuance of its aims and objectives, the institute started 1-year distance learning course consisting of 2 semesters of 6 months each in the year. The syllabus and the course content were designed by an expert with extensive experience. Both the semesters are independent of each other. Candidates can join any semester first and do the other one subsequently.
The course is very well suited for all professionals working in Materials Management departments of PSUs and Private Industry even though it is modelled on Railways who have done pioneering work in this field. It covers all the Principles of “Public Procurement and Supply Management”, which are equally applicable to PSUs and Private Industry.
Reading material is dispatched to students paper-wise along with Assignment Paper and students are given approx. 1 month’s time to read the course material for that paper. Assignment Paper is so designed that they cannot do it unless they have at least gone through and read the course material. Assignment Papers are received and evaluated by the Course Director who gives marks and gives his comments on each answer. Students are encouraged to correspondence/talk to Course Director for clarifying their doubt
ELIGIBILITY:
Railway:
- 10+2 or equivalent qualification with 3 years working experience in Materials in Group ‘C’ in Railway; or
- High School or equivalent with minimum 5 years working experience in Materials Management in Group ‘C’ in Railway.
Others:
- 3 years Diploma in Engineering Discipline after passing HS/SSC or equivalent examination; or
- University degree in any discipline and should have studied Science & Math in HS/SSC exams.
SYLLABUS: The syllabus covers inputs on purchase, warehousing, ledger, accounting, materials handling, inventory management etc. keeping in view evolving practices across the industries.
CONTENTS:
Diploma covers all-important aspects of materials management and connected topics such as:
(a) Procurement (Purchase);
(b) Legal, financial, and commercial;
(c) Warehouse/ Depot working;
(d) Use of computers in Materials Management; and
(e) Insurance, clearance of imported materials etc. Full details are available in prospectus.
COURSE MATERIAL: Available in English and Hindi.
RECOGNITION
Recognised by Ministry of Railways vide letter no.: E(NG)11/2001/RR-1/65 dated 22.02.2002 and prescribed as Additional desirable qualification for recruitment as Depot Materials Superintendent Grade-III in Railways.
Ministry of Railways (Government of India) has appreciated the efforts of the Institute in this direction and they have granted it recognition. They have also allowed several incentives for Railway men who complete this Diploma, which includes 75% reimbursement of Tuition Fee.
CONCESSION FOR WORKING EMPLOYEE OF RAILWAYS:
(a) 75% reimbursement of tuition fee is allowed to successful Railway candidates vide Railway Board’s letter no.: E(TRG)2002(11)/25 dated 22/7/2002.
(b) An entry would be made in service record – reference Railway Board’s letter no.: E(NG)I-2003/IC2/2 dated 28/2/2003.
As per Railway Board’s letter no.: E(NG)I-2003/IC2/2 dated 2/7/2003 this Diploma will count as Technical Qualification for promotion to selection posts
(PSUs could consider granting similar concessions to their officers/staff to encourage them to study this subject.)
MEDAL AND MERIT CERTIFICATES:
(a) Topper will get a Gold Plated Medal + Certificate of Merit;
(b) 2nd Positioner will get Silver Plated Medal + Certificate of Merit; and
(c) 3rdPositioner will get Certificate of Merit.
